2021世界一流科技社团评价报告
前 言
当前，世界正经历百年未有之大变局，全球科技社团的发展环境、组织功能及历史使命都面临着深刻复杂的变化。国际政治不稳定性不确定性因素明显增加，大国博弈动荡难消。新一轮世界科技和产业革命步伐加快，科学研究范式发生深刻变化、学科交叉融合加速、科技创新深度及广度显著加大。全球经济发展格局深刻调整，全球价值链分工和全球经贸往来不断演化，科学技术与经济发展加速渗透融合愈加紧迫。新冠疫情深度改变世界。截至
2021年7月，新冠疫情席卷全球180多个国家和地区，累计确诊人数超1.8亿，累计死亡人数超400万。变局与危局叠加，各国科技社团只有面对挑战，抓住机遇，才能更好承担时代赋予的新使命。
站在关键的历史节点上，《世界一流科技社团评价（2021）——机遇与挑战》以全球视角连续三年开展科技社团评价，不断深化理论研究和实证调查，监测动态变化趋势，深入探讨全球科技社团的成长路径。在以往研究基础上，本报告进一步扩充评价对象、完善指标体系、提升数据可靠性、纵贯诠释研究发现，以期从更广宽度、更新视角、更多细节处了解全球科技社团动态发展，推动构建“以理服人”的科学共同体，“以德服人”的价值共同体，“以人为本”的命运共同体，以科技支撑人类社会可持续发展。
Preface
At present, the world is undergoing a great change
unprecedented in a century, and the development environment, organizational functions
and historical missions of global scientific and technological societies are facing
profound and complex changes. International political instability and uncertainty
have increased significantly, the turbulence in the game of major powers cannot
be eliminated. The new round of world science & technology and industrial revolution
is accelerating, the paradigm of scientific research is changing profoundly, the
cross-fertilization of disciplines is accelerating, the depth and breadth of science
& technology innovation is increasing significantly. The global economic development
pattern has been profoundly adjusted, the division of labor in the global value
chain and global economic and trade exchanges have been evolving, and the integration
of science and technology and economic development has become more and more urgent
to accelerate penetration. The new crown epidemic is deeply changing the world.
As of July 2021, the COVID-19 has swept through more than 180 countries and regions
worldwide, with a cumulative number of confirmed cases exceeding 180 million and
cumulative deaths exceeding 4 million. With changes and crises overlapping, national
scientific & technological societies can only face the challenges and seize
the opportunities.
Standing at a critical historical point,
"Global Science & Technology Societies Ranking (2021) - Opportunities and
Challenges" carries out the evaluation on science & technology societies
from a global perspective for three consecutive years, continuously deepens theoretical
research and empirical investigation, monitors dynamic trends, and thoroughly explores
the growth path of global science & technology societies. Based on the previous
studies, this report further expands the evaluation objects, improves the indicator
system, enhances the reliability of data, and interprets the findings in a comprehensive
manner, with the aim of understanding the dynamic development of global science
& technology societies from a wider width, newer perspective, and more details,
and promoting a scientific community of "convincing people by
reason", a value community of "convincing people by virtue" and
a destiny community of "people-oriented", so as to support the
sustainable development of human society with science & technology.
第一章 评价概况
一、评价背景
中国国家主席习近平《在中国科学院第二十次院士大会、中国工程院第十五次院士大会、中国科协第十次全国代表大会上的讲话》中指出，中国科协要肩负起党和政府联系科技工作者桥梁和纽带的职责，坚持为科技工作者服务、为创新驱动发展服务、为提高全民科学素质服务、为党和政府科学决策服务，更广泛地把广大科技工作者团结在党的周围，弘扬科学家精神，涵养优良学风。要坚持面向世界、面向未来，增进对国际科技界的开放、信任、合作，为全面建设社会主义现代化国家、推动构建人类命运共同体作出更大贡献。
全国学会是中国科协“三国一家”事业和国际科技共同体建设的重要力量，深入探索全球科技社团创新发展规律，对新时期全国学会的发展有重要指导意义。基于这一目标，在中国科协学会学术部支持下，2019年中国科学学与科技政策研究会承担世界一流科技社团评价研究任务，与西安交通大学组成联合课题组，对全球一流科技社团进行全景扫描和实证调查，分析世界一流科技社团的能力构成及其特征、影响社团发展的关键因素、评价方法、以及各国在全球科技社团中的位置等一系列关键问题。通过本研究，一方面希望有助于判断我国科技社团与全球先进水平的差距和自身建设发展的进程，为推动我国高水平科技社团建设提供更为准确的参照；另一方面希望在全球范围公开发布科技社团方面的研究成果，激发全社会甚至全球范围对科技社团建设的关注，凝聚科技社团共识、传递科技社团声音，为科技社团高质量发展营造更好的发展环境。
二、评价过程
（一）评价原则
系统性：注重整体与全面评价科技社团。
引导性：体现科技社团价值和功能导向。
公开性：数据来源稳定、公开且可获得。
（二）评价对象
本研究通过国际知名会议、国际著名奖项、国际一流期刊溯源、国内社团推荐、网络大数据分析等方式获取全球科技社团信息，基于国际化、透明度、可比性、数据可获得性的标准进行遴选，评价对象数量稳步提升。2021年共涉及38个国家1100个社团，相关信息数据20余万条。

（三）评价指标
结合科技社团基本功能、活动规律及典型特征，设计基本指标，通过科技社团管理者、科技社团服务对象、第三方评价专家等发放评价指标体系调查问卷，采用AHP层次分析法确定各指标权重，形成世界一流科技社团评价指标体系。
随着研究的不断深化和各方意见的收集反馈，世界一流科技社团评价指标体系不断优化。例如2019年包括“组织力”“凝聚力”“影响力”三个一级指标，2020年增加“引领力”，形成四个一级指标，相应的二级三级指标也随之调整。2021年依旧延续2020年的评价指标体系，并结合专家意见和评价对象意见反馈，突出社团的功能实绩，减少组织自身因素影响，加大“凝聚力”权重，降低“组织力”权重，并修改部分测量指标，提升数据来源的客观性、准确性。

（四）数据来源
目前全球尚无专门面向科技社团的完整数据库和数据来源，经过三年探索，本项目结合世界一流科技社团评价的数据要求，主要从以下几个渠道进行数据资料收集。
（1）科技社团官方网站。以了解年报、财报、活动等信息。此类数据由专业人员进行人工搜索，反复多次查询以确保数据准确性，这是评价的主要资料来源渠道，主要指标有成立时间、会员数等。
（2）各国政府官方统计出版物。如美国 990税表、中国科协学会统计年鉴等。此类数据由政府机构统计，覆盖性广，较为全面，主要指标有年收入等。
（3）国际知名数据库。包括Web of Knowledge、SCOPUS、Gale Societies
Unlimited 等，以及互联网公开网站如ALEXA网站、Twitter、新浪微博等。此类数据客观、透明，数据获取有一定的技术要求，主要指标有期刊影响因子、H指数等。
（4）问卷调查和专家评议。此类数据内容全面客观，公正有效，但是获取难度大。本研究问卷主要用于AHP层次分析法测算指标权重。
数据采集进行了爬虫程序提取，人工识别校验等方法。通过互联网先收集到与指标相关原始资料，然后根据有关公式进行量化处理。

（五）测算方法
项目组通过综合运用层次分析法，确定国内外科技社团的评价指标体系及权重。在指标得分计算时，针对不同的数据类型及特点采用了不同的数据处理方式。
（1）Sigmoid函数无量纲法，该方法是一种广泛应用于科技评价的方法，将截面数据进行z值转化后代入Sigmoid函数，最后将数值乘以100便得到百分化得分。此次评价中，会员数量、总期刊数、影响因子等绝大多数数据均采用该方法进行处理。
（2）极大值无量纲法，通过直接的百分比化计算，对于分布均匀、无极端值的数据处理有良好的效果。例如规章制度的内容完善程度评估便采用此方法。
（3）三级标准系数法，对于呈三级分布的数据，分别赋予1.0、0.8、0.6的系数，从而优化最终得分。
（4）二项赋分法，该方法仅对于是否有年报这类二项分布的数据采用。
第二章 评价结果
一、排名情况
（一）整体排名
根据相关测算方法，研究团队对全球1100个科技社团进行了综合评价，并将前5%、5%-20%、20-40%的社团分别列为五星级、四星级、三星级等不同等级进行分析。其中，五星级的50个社团代表顶尖发展水平，其分数远高于其余科技社团，在全球科技社团中具有明显优势，对于其他科技社团的发展具有示范和引领作用。第二等级的150个四星级社团分数虽然低于第一梯队，但其中部分社团与第一梯队差距不大，在未来发展中具有跻身第一梯队的潜力，是科技社团中“拔尖冲优”的主要群体。第三等级的200个三星级社团数量较多，但是分数差距不大，整体呈现“扎堆”特点，在该梯队中的科技社团能够通过定向发展突破，实现得分排位的快速上升。三星以下分数段得分整体偏低，并且除了末尾分数段存在较大分数差，其余科技社团的分数差异较小，但距离第一梯队和第二梯队有着明显距离，此类科技社团由于各方面发展相对较弱，因此提升空间也较大，尤其对于部分有着较好学科基础的社团，未来发展潜力依然较大。总体而言，分布结果呈“一超多强”格局，梯队化、层次化发展愈加鲜明。

为进一步了解不同类型科技社团的分布情况，从规模和成熟度的角度对评价对象进行分类。规模上以会员人数5万以上、1万到5万、1万以下的标准将社团分为大、中、小型三类，成熟度以社团成立时间80年以上、30-80年、30年以下分为成熟型、发展型、初创型三种类型。从规模分布来看各维度表现，大中型社团在组织力和凝聚力方面优势明显，占比超过40%；中型社团则在引领力和影响力方面更为突出，尤其是影响力方面，其占比接近50%；小型社团在各个维度表现区别不大，比例均约为20%。五星级科技社团以大中型社团为主，四星级科技社团以中小型科技社团为主。

2．凝聚力评价
凝聚力50强科技社团中，成熟型科技社团占比达到70%，领先优势很大，发展型科技社团的数量占比为28%，初创型科技社团仅占2%。从图2-4（b）可以看出，凝聚力50强科技社团中，美国的科技社团占比虽然没有组织力榜单中的优势大，但也达到了50%，依旧占据绝对优势。在这个榜单中，国家的数量增多，中国是唯一的发展中国家，社团数量仅次于美国。

3．引领力评价

引领力50强科技社团中，成熟型科技社团占比68%；发展型科技社团的占比为22%，较其他分项稍显弱势；初创型科技社团有10%进入榜单，有很大发展潜力。如图2-5（b）所示，共有四个国家的科技社团进入引领力50强，其中美国科技社团占到总数的54%，占据主导地位。
4．影响力评价
影响力50强科技社团中，成熟型科技社团的优势稍减，但数量占比依旧超过一半；发展型科技社团的占比为38%；初创型科技社团占比8%。根据图2-6（b）可知，影响力50强的科技社团来自5个国家，虽然英、德、法、韩均有科技社团入榜，但是美国科技社团具有绝对优势（82%）。

二、分布特点
（一）国家分布
相较于2020年，2021年的一流科技社团国家分布情况发生了明显变化。五星级社团的国家分布中，美国虽然仍然占据绝对优势但呈下降趋势，英国五星级社团的数量翻倍、德国社团有明显进步。中国科技社团整体实力提高，在五星级社团占比保持稳定，同时在四星社团占比得到较大提升。

（二）学科分布

从各等级社团的学科分布来看，各学科社团表现差异较大。工程技术、基础科学、社科交叉等三类科技社团在各等级占比逐级递增，相比其他学科科技社团发展较好。其中工程技术和基础科学两类科技社团在五星级占比超出全样本占比5%以上，发展水平相对较高。随着等级的升高，医药科学类科技社团的占比逐级减少。农业科学类科技社团在全样本中比重最小，并且随着等级升高，所占比重越来越小。
第三章 发展变化
一、中国与世界的比较
（一）世界一流科技社团的一般性特征
通过对评价数据的整体分析，概括世界一流科技社团的一般性特征如表3-1所示。

社团的数量差距减少，美国社团优势明显，远超其他国家。

为了解中国科技社团与世界一流科技社团的差距，将中国三星以上科技社团与全球五星级科技社团各项指标进行比较，能够看出中国科技社团在会议交流与网络传播方面已具有一定优势，但在规章制度的完备性与透明程度、信息化水平、会员服务质量、政策倡导的多样性、以及国际化程度仍有较大差距。

从四个分项来看，中国科技社团在组织力的平均水平低于其他国家，规章制度、信息条件和资金保障方面得分较低。凝聚力方面，英美科技社团较为相似，德国科技社团会员服务突出，中国科技社团在互信程度和教育资源的表现优秀，会员服务是弱项。引领力方面，英美科技社团在政策倡导与行业服务方面表现较好，德国科技社团科学普及优势明显，中国科技社团期刊数和会议交流有相对优势，科学普及和政策倡导的弱势比较显著，科技奖励有较大发展空间。影响力方面，受疫情影响，各国在国际交流方面都表现乏力。英美科技社团更为注重社交媒体，这是中国科技社团还需要努力的方向。
二、变化中的科技社团
（一）总体比较分析
为准确刻画中国科技社团与全球科技社团的相对位差及中国科技社团具体发展情况，基于《世界一流科技社团评价》的三级指标对全球科技社团及中国科技社团2020年及2021年指标变化进行比较分析，详见表3-1。从中国科技社团与全球科技社团的动态变化趋势来看，二者具有高度的一致性。在中国科技社团发展变化的14个三级指标中，有11个指标的变化趋势与全球科技社团的变化趋势相同。整体而言，全球科技社团的各项评价指标中，呈现下降趋势的指标远多于呈现上升趋势的指标。
相比于2020年，中国科技社团在2021年有4项指标相对提高，分别是资金保障、互信程度、网络传播及国际参与，有10项指标相对降低。进一步测算各指标的相对贡献率，结果显示，对于排名提高正向贡献度最大的是国际参与指标，负向贡献度比较大的是国际合作、政策倡导、会员服务指标。
（二）科技社团进步情况
通过比较各个科技社团2021年相对于2020年的排名变化，表3-2梳理出进步明显的科技社团。其中，四星科技社团跃迁到五星的12个社团中中国占1位；三星科技社团跃迁到四星的有41个，中国科技社团占比15%。
以美国图书馆协会(ALA)和英国工程技术学会（IET）为例，梳理他们在2020年的卓越表现。
1．美国图书馆协会(ALA)
进一步加强财务公开，2020年2月，美国图书馆协会主席万达·布朗公开发布财务情况说明，并采取提高透明度的相关措施。加快数字服务转型，2020年10月，由于新冠疫情的影响，美国图书馆协会倡导并牵头开展图书馆数字访问计划，重点选择170多个农村图书馆开展数字图书馆连接计划，以期解决农村数字社区可持续发展问题。
2．英国工程技术学会（IET）
积极开展行业服务，2020年10月1日，英国工程技术学会面向全球发起“革新者”（Difference Maker）系列活动，旨在运用工程和技术来解决各种行业难题。举办1200余次线上线下会议，涉及包括能源电力等5大行业40多个专业领域，并且在全球开展国际注册工程师等行业认证服务。
全面构建国际化网络，英国工程技术学会在全球150个国家范围内拥有16.8万名会员、1600多家企业合作伙伴，其中包括微软、思科、IBM、ABB、英国石油、华为等世界知名企业。在美国、中国、印度设立办事处，在全球37个国家建立了100多个本地网络，以构建全球的知识合作交流网络。2020年与中国科协密切合作，促进科学共同体建设。

三、机遇与挑战
（一）政治环境
近年来，全球政治经济形势变化加剧，大国关系发生转折，美国政府对中国科技领域不断施压，并出台各种规定限制中国科研人员赴美交流与项目合作。这些政策如同一把“双刃剑”，不仅引发了美国科技社团的强烈不满，通过多种政策倡导手段表示抗议呼吁；另一方面也影响了中国的国际合作。从评价指标看，美国在政策倡导上得分显著高于其他国家，而中国科技社团的国际合作得分从2020年的2.2831降低到2021年的0.1849，低于全球平均水平。

受政治环境影响，积极参与国际合作的科技社团所在国家数量明显减少。国际合作Top200的科技社团所在国家从2019年的16个减少为12个，中美关系对科技社团国际合作产生较大影响，美国的科技社团数量从112家减少为88家，中国从54家减少为40家。
为扭转政治环境的不利影响，中国科协积极倡导科技社团的国际化发展，鼓励建立国外分支机构和会员中心、发展国外会员。从国际参与指标看，中国科技社团从2020年的0.0052攀升到2021年的0.3686。虽然低于世界平均水平，但显示了国际化的能力和潜力。
（二）新冠疫情
新冠肺炎疫情对全球经济社会运行造成巨大冲击，也对科技社团的业务活动造成了严重的影响。以会议为代表的学术交流活动不仅是科技社团的主要业务，也是重要收入来源。然而疫情导致线下会议无法有效召开或被迫取消，使社团的收入大幅减少。同时为促进科学共同体更快合作提出危机解决方案，诸多社团免费开放其数字资源，一定程度上也减少了收入，使得资金保障指标下降明显。相比而言，中国较好控制住疫情，快速恢复学术活动，学术引领作用更加明显，提升了这一指标的得分。

总体上看，科技社团在新冠疫情治理中发挥着公众情绪的“镇定剂”、科学抗疫的“百宝箱”、志愿资源的“蓄水池”等主要作用。基础科学、工程技术、农业科学三类科技社团在四星级以上数量占比升高，疫情为这些社团提供更广泛研究领域与社会功能。社科交叉类社团五星级占比降低但四星级占比上升，在决策支撑、社会关怀方面作用明显。医药科学类社团四星及五星占比降低，可能的解释是疫情医疗现实需求增加降低了社团成员集体活动参与度。
（三）经济低迷
受新冠肺炎疫情影响，全球经济活动一度暂停乃至衰退，引发了国内外经济格局变动和结构调整，倒逼科技社团不断调整其功能，促进科技经济融合成为科技社团的重要关注点。2020年全球科技社团发布关于科技经济融合的新闻达到2361条，这表明科技社团更加注重发展科技经济融合的业务。
中国科协及时抓住科技经济深度融合的机遇，推出“科创中国”品牌及行动方案，并积极组织中国科技社团推动产学研融通发展。从评价结果看，中国科技社团在“互信程度”指标得分从1.923上升到2.3003，提高了20%，明显高于世界平均水平1.657。这一指标通过科技社团的国际伙伴数与网站反链接数，反映了其在国内外相关组织的合作程度。
（四）技术发展
数字化成为推动未来经济社会发展变革的重要驱动力量，新冠疫情促进了线上线下融合、信息互联互通，加速了社会的数字化转型，科技社团的服务模式发生重大变化。中国社团网络传播水平从2020年的2.8845增长到2021年的3.3545，增幅达16%，均高于世界平均水平；社交媒体方面得分较低，需要在传播手段和传播内容上改进提升。
从适应技术变革、调整业务模式的角度，将科技社团分为四种类型：（1）“猎鹰”型，借助新技术手段，快速适应并积极调整业务；（2）“兔子”型，自身业务比较雄厚，谨慎使用新技术；（3）“猴子”型，新技术学习能力强，但对自身业务模式调整不大；（4）“乌龟”型，新技术应用水平低，业务模式传统。

第四章 未来展望
当前，国内外环境剧烈变化，科技社团的发展面临机遇与挑战。应对越来越复杂的国际政治经济环境、科技革命和产业变革的趋势，科技社团亟待快速适应环境变化，提升敏捷治理能力。如图4-1所示，科技社团敏捷治理的发展战略和实现路径可遵循四项原则：快速响应、精准对接、灵活应变、能动创新。
